UK firms are ahead on AI governance controls but struggle to prove them, Arctera finds

UK organisations are ahead of their global peers on putting AI governance into practice, but many cannot assemble the evidence to explain or defend an AI-assisted decision or communication, according to a new Arctera report. State of AI Governance 2026: The UK Perspective draws on 100 UK respondents from Arctera's 500-person global study, conducted by Hanover Research in May 2026 among compliance decision-makers or influencers in finance, healthcare and energy and utilities at organisations with at least 500 employees and US$50 million in annual revenue. Arctera noted that the results are unweighted and directional.

On controls, the UK leads. 89% require human review or approval for high-risk AI communications, against 79% globally. 85% train employees on compliant AI use (77% globally), 83% have a formal AI usage policy (80%), 77% monitor or log AI prompts and outputs (65%) and 70% regularly audit AI tools and outputs (63%).

The gap appears when scrutiny arrives. 40% of UK respondents say correlating communications across different formats and channels is a major challenge. Where staff use consumer messaging apps or personal calls, 73% of UK organisations say surveillance coverage is partial or non-existent; the figure is 59% for personal phone calls and 27% for text messages. Overall, 80% cannot start investigations with all the information they need, and 33% spend more than half their investigation time gathering and reconciling information before analysis can begin. Arctera calls this the "reconstruction challenge".

Soniya Bopache, SVP and General Manager of Arctera, said: "UK organisations are moving beyond simply setting rules for AI use. They are increasingly putting governance into practice through employee training, human review, prompt and output logging, retention and auditing."
