Microsoft is the only one of the three that publishes UK prices. It lists standalone Entra ID Governance at £5.40 per user per month, paid yearly and excluding VAT. SailPoint and Saviynt sell by quote, so any total cost comparison needs matched written quotes for the same identities, connectors and modules.

Microsoft's licensing fundamentals explain that Governance is an advanced set of capabilities for Entra ID P1 and P2 customers. It needs an active prerequisite subscription in the tenant. Microsoft says Governance features are also included in Entra Suite and Microsoft 365 E7. Check what you already own before you price a purchase.

What would 10,000 employees cost on Microsoft's list prices?

The sums below multiply the published monthly rates by 10,000 users and by 12 months. They use list prices with no discount and exclude VAT, implementation, integration and running costs. They are subscription figures, not a full total cost of ownership.

These figures assume a prerequisite subscription is already in place. If you must buy P1 as well, add £54,000 a month at list price. A negotiated agreement or an existing Microsoft 365 E5 or E7 licence will change the picture, which is why the contract you already hold matters more than the headline rate.

How do SailPoint and Saviynt price identity governance?

Neither company shows a UK price list on the pages we checked, so we do not quote a figure for either. What both publish is how they count and package.

SailPoint's customer agreement definitions define an identity as a person, a non-human account or an AI agent that has access within the governed environment. Employee headcount is therefore not the only number to put in a tender. Count contractors, service accounts, bots and agents too.

Saviynt's packaging page offers Essentials, Pro and Premium tiers and says additional modules can be added. It states that all Saviynt-developed connectors are included in tier pricing at no extra cost, while partner-developed connectors are sold separately. It describes the Pro tier as having no limit on the number of applications or identities to secure.

How should you compare SailPoint, Saviynt and Entra on total cost?

A fair comparison puts the same estate in front of each supplier. Give every bidder one inventory of applications, identity types and control requirements, and ask for pounds, VAT treatment, term and renewal terms in writing.

Cost lineWhat each quote should state
SubscriptionIdentity types counted, modules, environments, term and renewal
ConnectorsWhich are included and which are sold separately
ImplementationHR source mapping, application onboarding, workflows and policies
OperationsWho runs review campaigns, fixes failed provisioning and prepares audit evidence
MigrationParallel running, rebuilt controls, evidence retention and exit costs

A lower subscription loses its edge if it leaves more integration and exception handling with your own team. Count only spending that can genuinely stop, and separate freed staff time from cash savings.

How do SailPoint, Saviynt and Entra ID Governance compare on features?

All three cover identity lifecycle, access reviews and compliance, so the real differences are in packaging and integration. The table uses each vendor's own pages, checked on 3 November 2026.

SailPoint's suites page lists Business Plus as aimed at anomalous access, adaptive approvals and analytics. Microsoft's Learn overview says Governance lets you govern the identity lifecycle, govern the access lifecycle and secure privileged access for administration. Treat every row as a requirement to demonstrate, not a guarantee that a feature is in the package you are quoted.

Can Entra ID Governance replace SailPoint and save money?

For a defined scope, potentially yes. It is not a safe assumption for every estate. Entra is a strong first test for a firm that already holds qualifying Microsoft licences, because you reuse the prerequisite and may only add Governance.

Before you retire an existing platform, prove it on a sample of real applications. Check that joiners, movers and leavers get the right access, that reviewers see the full entitlement list, and that a revocation actually reaches the target application. Keep the old platform until the evidence is there, because paying for both is where savings disappear.

Which platform is best for non-human identity governance?

There is no single winner, because each vendor starts from a different place. Machine accounts, bots and AI agents count as identities in SailPoint's licensing terms, and its suites page describes Agentic suites that give least standing privilege for human and non-human identities. Saviynt's non-human identity page lists a real-time inventory of non-human identities across apps and environments, risk insight, an access map and lifecycle tracking. Microsoft sells Entra Workload ID separately at £2.30 per month, paid yearly and excluding VAT, for applying conditional access to apps and services, detecting compromised workload identities and reviewing their access.

So a workforce-only quote may understate the bill. Give each supplier your actual inventory of service accounts, bots and agents, and ask for discovery, an accountable owner, review and disablement to be demonstrated on it.

The NCSC's guidance on identity and access management is a useful UK baseline. It covers a joiners, leavers and movers process, actions that need more than one person, and recording actions with audit records safeguarded against tampering.

What does managed identity governance as a service cost?

We found no reliable published UK price, so we do not give one. Treat it as three separate purchases: the software, the implementation, and the people who run the process. Ask for the operating service to be priced on its own, with a base scope, extra-work rates, service hours and a clear line between supplier and customer duties. Ask whether the charge is per identity, per application, a fixed fee or a mix.

Frequently Asked Questions

Is SailPoint or Saviynt cheaper?

We cannot say, because neither publishes a UK tariff. Get matched quotes for the same identities, connectors and modules, and compare the whole bill including implementation.

Is Entra ID Governance cheaper than SailPoint?

Microsoft's list price of £5.40 per user per month is public, but SailPoint's is not, so there is no verified like-for-like figure. Entra is most likely to be good value where you already hold the prerequisite licences.

Does a 10,000-employee company only need 10,000 licences?

Not necessarily. SailPoint defines an identity to include non-human accounts and AI agents, so count contractors, service accounts and agents as well as staff.

Which is best for non-human identities?

None is a clear winner. SailPoint licences non-human accounts and AI agents as identities, Saviynt lists a dedicated non-human inventory, and Microsoft sells Entra Workload ID at £2.30 per month. Compare them on your own inventory.

Can Entra replace SailPoint IdentityIQ?

For a proven scope it can. Treat it as a migration and controls rebuild, test a sample of applications first, and keep the old platform until revocation and review evidence are confirmed.

What does managed identity governance cost?

There is no reliable public UK price. Ask for the operating service to be quoted separately from the software and the implementation.
