P3 and Deutsche Telekom pilot Germany-wide RF Digital Twin for mobile network planning

The initiative combines real network measurement data with topology and building information in a 3D model capable of simulating coverage, capacity, interference, and energy efficiency before any infrastructure change is made in the field. The approach is designed to let network engineers and investment decision-makers assess the technical, operational, and economic consequences of a decision before committing to it.

All processing — including data handling, simulations, and AI workloads — is planned to run within cloud infrastructure located in Germany. That constraint is deliberate: it lets the project address data privacy rules, regulatory compliance requirements, and concerns about digital sovereignty that have complicated previous attempts to run large-scale network models on public cloud.

The technology stack draws on NVIDIA components. Planned capabilities include 3D radio visualisation, beam modelling, and time-based scenario simulations. Outputs are intended to be accessible through web interfaces, APIs, and eventually immersive tools for engineering and management teams.
