Ulstein Digital, the digital services division of Norwegian maritime group Ulstein, has launched two compliance automation products: an MRV solution covering EU and UK emissions monitoring requirements, and a NOx solution for quarterly reporting in Norwegian waters. Both work by pulling data the vessel already generates and converting it into submission-ready reports without requiring manual data entry.
The timing is calculated. EU ETS rules for shipping reached their full 100% verified emissions phase-in this year, removing the partial-year discounts that softened the cost of inaccurate reporting in prior periods. Operators now carry the full financial exposure of every tonne of CO2, with reports due to verifiers in March 2027. The European Commission’s MRV framework and the EU ETS now overlap for the same voyages, creating parallel compliance tracks.
The MRV tool applies regulatory rules in real time and delivers verifier-ready reports to DNV’s Veracity platform via a single submission step. It covers both EU/EEA and UK waters simultaneously, includes a full audit trail, and is described as vendor-independent, meaning it integrates with existing onboard systems regardless of supplier. Ulstein claims a reporting and verification time reduction of up to 40% and expects fewer regulatory rejections.
The NOx tool targets a different compliance regime: the Norwegian NOx Fund obligations for vessels with propulsion power above 750 kW operating in Norwegian waters. Meeting those obligations has required crew to manually log fuel consumption and SCR (selective catalytic reduction) performance data each quarter. Ulstein’s system automates the full quarterly workflow, from validation through to submission, and gives fleet managers visibility over NOx costs per vessel.
The MRV solution is available immediately on a per-vessel, per-month subscription and is described as the next-generation version of a platform already deployed with existing shipowner customers. The NOx solution covers fleet-wide cost visibility that fleet managers can use to identify operational outliers before they become financial liabilities.
