Banks and insurers are moving from single AI agents to multi-agent systems faster than they are building the plumbing to run them. The Capgemini Research Institute's World Cloud Report for Financial Services 2027 finds that 59% of firms are piloting or deploying multi-agent AI, while only 10% have achieved the enterprise-wide orchestration needed to run it autonomously.
The report draws on a June to July 2026 survey of 1,100 financial services executives across 14 markets, plus interviews with senior leaders at financial institutions and hyperscalers. Half of executives expect AI agents to be part of the enterprise workforce by 2029, and 76% expect them to play a key role in customer engagement within three years, mainly in account servicing (51%), loan origination and underwriting (50%) and product recommendations (47%).
Cost and proof of value are the pressure points. Roughly half of firms cannot consistently show a return on their agentic AI projects, and 90% are using or planning intelligent model routing, which sends each task to the cheapest model that can handle it, to manage token costs. By 2028 the number of executives who rank outcomes as their main AI-funding criterion is projected to rise 141%, while those ranking efficiency first falls 42%.
On cloud, 52% of banks and insurers prefer hyperscalers as the partner to govern multi-agent deployments, citing regulatory and data residency certifications, security and identity frameworks, and auditability at scale. Eight in ten executives are prioritising a cut in tech debt as a prerequisite. A hybrid mix of building, buying and partnering is expected to become the dominant sourcing approach for more than two-thirds of institutions within three years.
Just 5% of firms surveyed have already institutionalised the capabilities to run agentic AI at enterprise scale. Ravi Khokhar, Global Head of Cloud for Financial Services at Capgemini, said "In just 12 months, financial institutions have moved beyond experimenting with individual AI agents tackling isolated tasks to deploying multi-agent systems that coordinate actions across entire business lines."
