What European Governments Have Actually Achieved With Open Source
Four European public-sector open-source programmes are routinely cited together as though they were one movement. They are at very different stages and rest on very different evidence. France's Gendarmerie has run Linux since 2008, reaching 103,164 workstations with cost figures documented by the European Commission. Schleswig-Holstein is around 80 per cent through a 30,000-workstation migration. France's reported government-wide directive covering 2.5 million workstations has no published founding document. Denmark's pilot was publicly scaled back by its own ministry. This sorts them by evidence, sets out what the UK is doing instead, and draws out what a UK department can actually use.
