Small UK businesses are building AI faster than they are governing it, according to the Q3 2026 Pax8 SMB AI Pulse Report: 54% of AI-engaged UK SMBs have built at least one AI solution now in regular use, but only 23% have a formal, documented review process for it.
That 23% is the lowest of the four markets surveyed; Sweden stands at 45%. The survey covered 1,150 leaders of companies with 5 to 499 staff in the United States, the UK, Germany and Sweden, including 350 in the UK. A further 25% of UK respondents are prototyping, and only 19% rely only on off-the-shelf tools.
Among UK businesses that build, 45% run automated workflows linking AI to other systems, 39% are building or testing agents that complete multi-step tasks, and 30% have made custom integrations through an AI provider's API.
24% of AI-engaged UK businesses found AI tools, workflows or agents running without approval in the last six months, and 39% of those paying for AI had at least one bill or usage charge higher than expected. In the United States the bill-shock figure is 57% and in Sweden 65%.
63% say AI has freed up capacity, though 44% of decision-makers spend three or more hours a week checking AI-generated work. Across all markets, 70% of SMBs would pay at least 6% more for greater control over how their data is stored and used.
Harald Nuij, CEO EMEA at Pax8, said: “SMBs across Europe are moving from using AI tools to building AI into the way their businesses operate.” Pax8 argues the channel will have to help small firms inventory, secure and govern what they build.
The margin of error for the UK sample is about 5.2 percentage points.
