Ask every bidder to price the same site, acceptance criteria and ownership period. A proposed five-year comparison should include the following components without treating missing amounts as zero.

What the stream counts tell you

Avoid turning those counts into an invented performance score. Require a pilot using your laptops, handhelds or other business devices, with agreed tests in the locations that currently cause trouble.
